Maritime Security Identification Card (MSIC) - Your Questions Answered

From 1st January 2007, the Australian Government requires anyone working within the secure areas of a port, ship or offshore oil and gas facility to display a new identification card known as a maritime security identification card or MSIC. From 1st January 2007, you will be fined if you do not display your MSIC when you are in a maritime security zone.

What is a Maritime Security Identification Card (MSIC)?

An MSIC is a nationally recognised security identification card for the maritime industry. It shows that you are cleared to enter and work in maritime security zones of our ports, ships and offshore oil and gas facilities.

Having an MSIC won’t entitle you to automatic entry to any or all security zones but it does show that you have successfully completed the background checking process required to enter these zones. You also need to have a genuine work‑related reason to be in a security zone and need to follow the facility operator’s standard occupational health and safety procedures (OH&S) when entering these zones. A separate access card issued by your employer may be necessary.

What is its purpose?

An MSIC is designed to give assurance that people who hold an MSIC do not pose a threat to maritime security. MSICs are only issued after the completion of three background checks: a criminal background check by the Australian Federal Police (AFP), a security assessment conducted by the Australian Security Intelligence Organisation (ASIO) and if required an unlawful non-citizen check by the Department of Immigration, Multicultural and Indigenous Affairs (DIMIA).

What are Maritime Security Zones?

Maritime Security Zones include Port Security Zones, Ship Security Zones and Onboard Security Zones. The MSIC will also cover personnel on Offshore Oil and Gas Facilities subject to the Maritime Transport Security Act having been amended to include them.

Who will need an MSIC?

Anyone who requires unmonitored access within a Maritime Security Zone will require an MSIC. You need an MSIC if you work on a wharf, onboard a ship, or onboard an offshore oil and gas facility.

You also need an MSIC if you visit an Australian regulated port, ship or offshore facility more than once a year to deliver or drop off goods, provide services or conduct regular maintenance.

What about passengers and people welcoming or farewelling passengers?

Passengers and people who are welcoming or farewelling passengers will need to comply with the Maritime Security Participants existing access control arrangements and will not require an MSIC.
