Port of Townsville Limited (the Corporation) is responsible for establishing land use planning and development assessment frameworks to ensure the effective and efficient management and development of lands for the Port of Townsville and Port of Lucinda.
The Corporation is committed to the sustainable planning and development of its port lands to promote economic growth of its ports and efficient port services whilst integrating with and enhancing the ports’ surrounding communities. The Corporation achieves this by:-
Regularly assessing market conditions and providing port infrastructure that meets future growth demand;
Optimising the use of land and infrastructure;
Ensuring transport connectivity is protected;
Ensuring sustainable management of resources;
Providing leadership in environmental protections; and
Ensuring that impacts on adjoining land uses are appropriately managed and minimised.
Under the Transport Infrastructure Act 1994 (Qld), the Corporation must maintain a Land Use Plan for each of its ports that identifies Strategic Port Land and the current and proposed uses of those lands. Strategic Port Lands are lands which the Corporation holds title to or holds directly from the State that are (or may be) needed:
for domestic or international trade;
by industries requiring close proximity to a port;
for the integration of sea transport with other transport modes;
as port buffer lands;
as a boating facility;
for other purposes of a port authority prescribed under a regulation.
The Corporation’s Land Use Plans are prepared in accordance with the provisions of the Transport Infrastructure Act 1994 (Qld) to guide the management an assessment of development on Strategic Port Land. The Land Use Plans provide the statutory framework for the assessment of developments on Strategic Port Land in accordance with the Sustainable Planning Act 2009 (Qld) and the Integrated Development Assessment System (IDAS).
The Land Use Plans and Planning Codes and Guidelines will assist in achieving the Corporation’s overarching land use planning vision:
Sustainable planning and development of Strategic Port Land that promotes the economic growth of the Port and ensures efficient port services whilst integrating with and enhancing the surrounding community.
Land Use Plans are required to be reviewed at least every eight (8) years. The Corporation’s Land Use Plans are subject to periodic changes (by government gazette) resulting from any land use changes (following public consultation), land disposals, tenure changes or boundary re-alignments etc. The Corporation’s Land Use Plan documents will be amended from time to time to reflect such changes.
Situated 1,359 kilometres north of Brisbane, the Port of Townsville provides north Queensland with a world-class gateway for commerce and trade and continues to be one of the State’s fastest growing ports.
The Port of Townsville is integral to the advancement of the north Queensland economy, handling approximately 10 million tonnes of diverse products each year valued at more than $4.8 billion.
The Corporation manages a land and sea jurisdiction of more than 400 square kilometres, which includes more than 200 hectares of land used for port operations.
A diverse range of cargoes are stored and handled at the Port of Townsville, including bulk minerals, sugar, fertiliser, oil, cement, molasses, refined metals, motor vehicles, containers, cattle and many other commodities.
Strategic Port Lands are used for a variety of purposes including port operations, port industry, transport corridors, commercial industry, marine facilities, tourist facilities, particular development activities and buffers.
Port of Townsville Draft Land Use Plan 2010 Public Consultation: Monday 18 January - Tuesday 16 March 2010
The Corporation has prepared the draft Land Use Plan 2010 which is now available for review. This document is proposed to replace the current Land Use Plan 1996.
The draft Land Use Plan 2010 document will be on display for public consultation from Monday 18 January 2010 and will remain on display for forty (40) business days, ending Tuesday 16 March 2010. During this consultation period, the draft Land Use Plan 2010 document is available:

Throughout the exhibition period, stakeholders and interested members of the community are encouraged to review the draft Land Use Plan 2010 document and are invited to make a submission to the Corporation regarding any matters presented within the document. For a submission to be accepted by the Corporation it must:
be in writing or via email;
be signed by each person who is making the submission/s (must clearly state the names, addresses and contact information of those making the submission);
detail any comments or feedback regarding the draft Land Use Plan 2010;
be received by 5:00pm Tuesday 16 March 2010.

Port of Townsville Planning Codes and Guidelines
The Corporation has developed a series of Planning Codes and Guidelines which are supporting documents that should be read in conjunction with the Draft Land Use Plan 2010. The Planning Codes and Guidelines are used by the Corporation to assess whether a proposed development complies with the provisions of the Land Use Plan.
The Planning Codes and Guidelines are not statutory documents, and are available for reference only.
Statement of Proposal
The new draft Land Use Plan 2010 has been developed following a Statement of Proposal prepared in 2006.
The statutory consultation period for the Statement of Proposal concluded on 9 November 2006. A total of fifteen (15) written responses were received from the community and stakeholders on the Statement of Proposal. The Corporation has considered all submissions made in response to the Statement of Proposal before commencing preparation of the draft Land Use Plan 2010.

Situated approximately 100 kilometres north of Townsville, the Port of Lucinda is primarily dedicated to the export of raw sugar from the Ingham sugar-growing district. The Corporation holds approximately 60 hectares of Strategic Port Land under various tenures which are subject to the Port of Lucinda Land Use Strategy.
The Port of Lucinda Land Use Strategy 2004 was approved by the Minister for Transport on 8 June 2004. The Land Use Strategy adopts a performance-based approach to managing future development of the Port.
The Corporation plans to undertake and review of the Port of Lucinda Land Use Plan in 2011.
