Oversight Committees

Three committees provide governance oversight of the Channel Upgrade Project capital dredge program. These committees are:

The Independent Technical Advisory Committee (ITAC) 

This committee:

  • Provides technical and scientific advice/input on the development of the monitoring programs, management plans and other mitigation strategies;
  • Ensures independent oversight of the monitoring programs during the capital dredge campaign; and
  • Reviews reports on monitoring programs and the environmental impacts of the CU Project.

The Capital Dredging Implementation Committee (CDIC)

This committee will oversee the operational and logistical aspects of the capital dredge program.

The Compliance Regulatory Oversight Committee (CROC)

This committee will review and approve plans that are required by approval conditions. It also provides regulatory advice as well as overseeing compliance with the approval conditions and the environment monitoring programs during capital dredging.

More about ITAC:

The ITAC members have diverse technical backgrounds and all are recognised in their fields of expertise.
The ITAC is appointed, organised and supported by the Port of Townsville but Its deliberations and conclusions, however, are independent.
The ITAC is comprised of an Independent Chair and technical / scientific specialists in the following fields: 
    • Marine water quality
    • Coral ecosystems
    • Seagrass ecosystems
    • Marine megafauna
    • Coastal hydrodynamics
    • Dredging operations
    • Sediment transportation

To ensure that any assessment process under the legislation is separate to any advice, engagement or review undertaken by the ITAC, no government representatives sit on this committee. The ITAC will, however, provide advice and input to the CROC as required.

Attending an ITAC meeting

With the approval of the Independent Chair, community members are able to attend ITAC meetings as observers.

Observers may attend ITAC meetings by submitting a request to the Independent Chair via the online form below.  Observers may attend either as individuals or on behalf of an organisation. Anyone requesting an invitation to attend an ITAC meeting must agree to the terms and conditions of attendance.

Terms and Conditions for Observers at ITAC Meeting/s
I have read and accept the below terms and conditions
Observers may attend ITAC meetings by written request to and following approval from the Independent Chair. Observers may attend either as individuals or on behalf of an organisation and must observe the following: • May participate in ITAC meeting discussions only at the invitation of the Independent Chair. • Will obey the direction of the Independent Chair during any ITAC meetings. • Will treat everyone with respect and courtesy and without harassment during any ITAC meetings. • Will not be under the influence of alcohol or drugs during any ITAC meetings. • Will be asked to leave ITAC meetings if these protocols are not followed. • May make written submissions regarding an issue of concern to the Independent Chair and make verbal representations to the ITAC only upon the invitation of the Independent Chair. • Will not misreport or misrepresent discussions of the ITAC. • Understand and agree that observers at ITAC meetings do not have authority to speak, represent, or go on the public record or media on behalf of the ITAC.
